President Reagan signed Executive Order 12532–Prohibiting trade and certain other transactions involving South Africa, writing, “. . . considering that the policy and practice of apartheid are repugnant to the moral and political values of democratic and free societies and run counter to United States policies to promote democratic governments throughout the world and respect for human rights, and the policy of the United States to influence peaceful change in South Africa . . .” The order banned the sale of computers to South African security agencies, barred most loans to the Pretoria government and halted the importation of the Krugerrand.
