Despite frequent and consistent reports of Iraqi use of chemical weapons (mustard gas), a clear violation of the 1925 Geneva Protocol, Ronald Regan signed National Security Decision Directive 114, stating that the United States would do “whatever was necessary and legal” to prevent Iraq from losing the war with Iran and calling for heightened regional military cooperation to defend oil facilities.
