COSA (The City) and SAPOA (Police Union) have been locked in a battle over a contract for SAPD (San Antonio Police Department) for the past 2 years. This battle has continued and developed from common negotiations to court-ordered mediation. Tensions between COSA and SAPOA have been high, however, in the midst of this battle, they have both ignored the most important piece to the puzzle: us (the community).
